Thanks for catching this FTBFS issue. The gxr now build against to
libopenxr-dev which is DFSG free and also the non-free libopenvr-dev
for it's backends. I setup the openvr backend as contrib already in
gxr package.

I checked 2.7 branch on upstream git. There was a merge for fixing
"Handle links properly when doing backend build operations". Do not

The ~/.config/panel.conf was created in first time login and that
belongs to lxqt-branding-debian. It seems we have an out of date
conf file in the branding-debian package.
