arpack with its present license is not DFSG-free (not even if we took
the clarification on Redhat bugzilla as amendment of the license).
As such it should not be released with Debian.
Barring last-minute relicensing, I propose to remove arpack and its
reverse dependencies freemat arpack++ apb

Somehow the problem is caused by the fact that one of the config
options changed name from 'poweroff' to 'shutdown'. If you previously
had poweroff that value was no-longer valid, somehow you not end up
with 'platform' which is the default...
