I think you're right: the buildds only build the arch-dependent
packages using dpkg-buildpackage -B. So, the solution to this bug is
to either move texinfo th Build-Depends, or to not call it when
building monotone (as opposed to monotone-doc).

I see this problem with the flashplugin-nonfree package in Etch/stable
too. Discovered it in the final testing of Debian Edu based on Etch.

after latest debian update apt is no more usable, it segfaults at every
start.
With an "apt-get update" it search the server for updates and download
