Thanks for spotting this.
The fossil build system does scan for tclsh and jimsh and if it finds
one of them it does not use its private copy of jimsh0.c.
So this shouldn't be a problem to fix.
(Well, except that it's hard to get uscan to do it automatically
because reasons.)

repackage the tarball to remove it, and build-depend on jimtcl
instead (for example).
