I can confirm that this bug causes rpcbind to not start, including on my Upstart system. This is obviously caused by the Tue, 31 Dec upload by anibal. I suspect that it is either due to the init script patch by Andersson or the no fork mode that came with the new upstream version. Cameron Norm
