Thank you for your help and a fantastic fix you've suggested.
It is almost fixed the problem - although original bug report do not suggest
that "Paste Unformatted" is affected, it is actually crashing as well.
I'll see if I can use your idea to fix it.

Applying reorderencoding.patch is able to fix this serious bug for Debian.
Upstream bug #13280 seems not related to this one.

I think I found the root cause of the bug.
It is because the character is not in UCS-2 but in UTF-16LE.
I first make a patch to add an error message to the g_convert function call.
As attachment add_debug_message_of_g_convert.patch
And then it prints
