I am much clearer about this now. This bug is clearly a duplicate of
#672207.
That said I think we could have instead of changing
" language= /usr/share/mysql/english"
to
"lc-messages-dir = /usr/share/mysql"
changed it to
"
loose-lc-messages-dir = /us
