Just checked again today and found this works fine when using meson
1.7.0. As this started happening with meson 1.6.0 and no change was made
to affected packages in the meantime, this is (was) obviously a meson bug.

Control: retitle -1 parallel builds FTBFS - gtkdoc run too early
It is an ordering issue - disabling parallel builds avoids it.
