It uses L_PID which puts the PID of the lockfile-c

Perhaps you could try to reproduce the bug by puting my
partition dumps (attached) on some test partitions.
Steve: If you still have the test setup, please try to dump
my sda3 to your hda3, my sdb3 to your hdb3, my sdc3 to your hda4 and
my sdd3 to your hdb4 and test again.

It is buggy.
If the user "ntp" does not exist it will

which will print
