As well for me, removing these two line from /etc/environment helped:
CLUTTER_PAINT=disable-clipped-redraws:disable-culling
CLUTTER_VBLANK=True
Version 3.22.0 (currently from unstable) still affected.
Today`s update to Mesa 12.0.3-1 didn`t help.
