I think that this bug is also affecting Debian testing now (deluged
1.3.9-1).
When the update for 1.3.9 was pushed to testing everything worked fine,
but then libssl1.0.0 was updated to 1.0.1j-1 and in that version it can
be seen in changelog.Debian.gz that SSLv3 is disabled.

Something weird happens when I did an update followed by a dist-upgrade.
It was less then 24 hours since my last update/dist-upgrade.
