I found this bug yesterday on my systems, it was reported upstream on
4-4-2024, maintainer asked for a pull request so it could be patched but
it was never offered.
The maintainer just got a pull request by me to patch this issue. P

I see unstable has been updated to 2.13-1 and I can confirm the package
now installs correctly with a 5.9 kernel on aarch64 (correct arch name
instead of arm64).

Sorry, my bad. I had selinux installed and removed it. With removal of
the packages, it didn't remove the selinux options in
/etc/default/grub -> GRUB_CMDLINE_LINUX
This caused the hang in the mount of root. (can't explain why the 3.2
kernel did boot tho)

Work around installed here, manual startup script with the ifconfig options
until this is sorted out or the new and badly or even not documented location
