I just 'fixed' this in Ubuntu by changing the patch that adds the use of
this variable to just patch the file given that we know what the value
will be in Ubuntu. I don't think that's any worse that the current patch
except if someone wants to build against an old kernel using the package.

It appears as if emma is only used for a code coverage target in the
build file, and as such can be happily disabled. Then the jars can be
removed.
Does the same occur for the commons-* jars as well? They are in the
Build-Depends, so it appears that the intent is to use external ones.
