Does this somehow mean that devtmpfs is now required for udev to work
properly, at least in Debian?

Does maildrop really have to use courier-authlib at all ? I thought this
package was inteded for standalone use only, else it would be called
courier-maildrop...

I have used maildrop from unstable with succes for many months, and with
the same config (based of .forward containing :
"|/usr/bin/maildrop -d ${USER}"
) maildrop from experimental doesn't deliver at all
