Further testing reveals that policy version 2:0.0.20080702-6 doesn't work
correctly in this regard either. However with 2:0.0.20080702-6 the problem
is less immediately apparent, it doesn't prevent restarting the daemon but
instead will in some situations prevent correct communication.
