systems with low disk memory, all those equivalent files should be
stored more compactly (e.g. via softlinks) and the information in
changelogs should really accurately apply to the affected package.

But you can rm -rf /usr/share/doc :) You can build custom, stripped
down packages (as done for udebs for the Debian installer).
Building and maintaining such a stripped system requires additional
effort. Out of question.
And no, you can buy a bigger SD card.

If you can run packages from unstable, could you see if you can still>
reproduce this with 23.3+1-1?
Currently I can't do unstable installations onto stable squeeze
(critical production environment and production time till, probably,
June 2011). As soon as I can, I will report here; before that
workaround, though not a bug fix.
As soon as I will be able to test a newer emacs on debian, I'll report
