this problem seems to be already solved.
I think this was something to do with
transient problem in upgrade path. (I'am
following lenny all the time).
I can try test etch->lenny upgrade in chroot
with my locale, but this will probably
not reproduce all nacassary conditions.

that there is error in suexec handling, and it existed many years unnoticed.
