I seems that the 8.3 upgrade does not allow LATIN1 encoding at all (at least
on my system):
dev:~# pg_createcluster 8.3 main --start
...
dev:~# su - postgres
[EMAIL PROTECTED]:~$ createdb -p 5433 -E LATIN1 xyz
createdb: database creation failed: ERROR: encoding LATIN1 does not match
