Dear Maintainer,
I tracked this issue to the file /var/lib/redmine/Gemfile.lock which
appears to have the wrong versions (probably due to having had a local
version of ruby around), however, when I (re)move it and it is
recreated, it does get the system installed versions back, so that part

A bit off topic:
redmine is now working here with the passenger configuration.
The environment problem still exists with the fcgid module and redmine
installed as per /usr/share/doc/redmine/examples/apache2-alias.conf
