When kdepimlibs changes to external libical (version 0.32 or later), this bug
should be resolved. libical uses system timezones.

It means that you have a bit newer phonon available supposed to be source and
binary backwards compatible with phonon 4.1 as shipped with qt4.4.

When trying to build the kde/qt mono bindings, there is a issue with the
dependencies.
Running monodis manually gives:
$ monodis --assembly
debian/libsoprano2.0-cil/usr/lib/cli/kdebindings-2.0/soprano.dll

Hi!
I'm one of the Qt4 maintainers - but I'm not a psi user and have no real clue
on how to try/retry this bug, but it would be very nice if some of you had
some spare cpu cycles to spend on this problem.
Try on a updated unstable system:
apt-get source qt4-x11
open debian/patches/series with
reassign 489524 kmail 4:4.0.84-1
retitle 489524 kdepim build against too old version of kdepimlibs

It is a bug in kdebase-runtime that will be fixed in next upload.
