The following NEWS item probably explains the problem; I don't know much
about vim. It's not clear to me if this policy means that vim addon
packages are not supposed to enable themselves (which seems perverse),
or just that they need to run a new tool to enable themselves.

# vim-addons -w install vimoutliner
seems to have cured the problem in a way consistent with the new scheme.
I also have a "matchit" addon that is part of vim-runtime. It appears
to have nothing to do with VO, and it is not enabled. :help matchit

This is a real nuisance, since it means I can't print my mail (one
printer rejects it; another cuts off the top and bottom if I attempt to
force it).
