using cpufreq-set/cpufreq-selector (from cpufrequtils package) works fine as
root user.
The cpufreq-applet show those all available options right, but selecting
them does nothing change.

The CPAN PERL module Email::Reply is missing as Debian package. As long
there is no such a package dh-make-perl is you frind.
Using this tool missing CPAN modules can be easely debianised.
