Ok, so this is not a problem with Splashy then. Remove "splash" from the kernel arguments and leave only "VGA=791". If your system doesn't boot or if dfbinfo still does not work, then you just need to switch your kernel to one that works. Or, change your video card ;-) ATIs are really bad.
