I have checked this and can confirm the bug on latest version of latexdiff. As a quick fix you can use option '--exclude-safecmd=raisebox'. The example demonstrated some more fundamental problem for commands with options which are safe and text commands at the same time. I will look into this w

This issue has been fixed with commit https://github.com/ftilmann/latexdiff/commit/5319ccbacd617ec03a5ca1a48e678a60d33bb419 on the latexdiff repository and will be included in next future release (probably 1.3.5)
