I just managed to reproduce this, test package attached.
What happens is that if dh_install gets called with -pfoo, then
foo.install will still be read and executed, but no copying will
happen. The contents are needed for --list-missing/--fail-missing, as

the debian-next branch of the live-config repository.
I've also added a slight modification to the man page as a separate

I can simply reproduce the problem by reading the target on some
machine, then moving a file to the target on another (Debian 8)
machine. For instance:
