i've got the same problem on Debian Sid/Gnome with libgtk-3-0 Version :
3.10.7-1.
I cant display desktop wallpaper until "file manager handle the desktop"
is checked (tweak tool). If i uncheck it, i can display wallpaper.
I hadnt this problem one week ago.

as there are some problems to reproduce this bug in normal environments I
decided to downgrade that bug. Currently it prevents testing migration which
means that a few important security fixes won't get fixed in testing.
