Have you run "dpkg-reconfigure wireshark-common"?
By default dumpcap is installed without allowing non-root users to
capture packets.
Before running dpkg-reconfigure, please remove the non-system
wireshark group if there is any.

Having checked, I've determined that the error is because the Debian package
places both the README, and the file in question, config.json, in
/usr/share/identicurse/, whereas IdentiCurse currently checks for them in
