Yes, it seems you are right that /etc/init.d/lvm2 start does run early enough.
Perhaps, as you suggested, the USB devices are not available. Hmmm. I guess I
can find that out by editing the lvm2 start script and putting lsusb inside it.
My workaround is changing the rc.local script link in rc2.
