I have observed the same issue, but I do not think it is a gnome-panel
problem. It looks more like a problem with metacity's compositing or
layers. The panel disappeared on me during normal use, not with gxine,
but I couldn't figure out how to get it back until I found this bug.

Please move the .config directory that is placed in your home directory
to .config.old or something and try restarting eric. That fixed the problem
for me. There is something strange with that .config directory, it caused
problems with vmware for me a few days ago.
