set to Blank Screen in 60 minutes. It somehow interferes with the X DPMS

As you suggested the best way is to enable CONFIG_LSF.
There was indeed no reason to disable it. Since I expect this
will be enabled in every debianized kernel, you can close this bug.
What lead
This more or less untested patch should hopefully help. Please note that
there are more policy violations here, like not respecting removed
config files.
Shipping the config file and modifying it in place is probably a better
idea then copying it from documentation/examples directory.

I tried to use getfacl to save any ACLs I might have set on files before
running a backup with tar, however the file got extremely large (>600MB) -
although nearly 99% of the files only had traditional unix permissions.
I'd welcome a command line
A fresh system update (02 Jan) resolved the problem. No idea what was wrong,
but things are back to normal now.
Please keep the bug closed and thanks for the help.

Running module-assistant using "switchsh" should work-around these problems.
Perhaps it could be suggested by module-assistant when compilation fails.

Now that "molly-guard" has hooks, this feature could be implemented by
having apt drop in a small script in /etc/molly-guard/run.d/

I recall this happening time ago, it was a flash/epiphany interaction
thing, but it is now fixed. Can you please try again with the latest
ephy in testing/unstable? I recently installed lenny and didn't have
this issue.
