I think dependency handling is really, really hard to do correctly. If you
guys really want that feature, I'd recommend breaking out the code from apt
or aptitude and build something a top on that, because frankly you are not

The *.pc files Requires gmodules-2.0 which add --export-dynamic to
linker flag. This flag breaks all symbols hiding for libraries that use
this .pc file.
This bug could easily be fixed by replacing gmodules-2.0 by

The problem is not really the symlink, as the web apps policy states that
packages *should* do that. The real problem is that reinstallation of the
package should not put the symlinks back in place if they were removed by the
administrator.
