Bug#982124: New upstream version 3.38.1 - Please package

Upgrading the severity to important as note-sorting functionality is intrinsic to the usability of gnote. This is broken in bullseye. I verified version 3.38.1 fixes the ability to sort notes on my Arch box. Thanks!
