This is a problem in dpkg, see #626203 [1] for more details.
On pma 4.9 this was a directory, pma 5.0 changed this to a symlink. I
stumbled upon this problem already the other way around when changing a
symlink to a real directory. If I remember right, I removed the symlink

Thanks for reporting this bug, what version of libjs-codemirror do you
have installed ?
I tested the package with 5.54.0-2~bpo10+1, 5.59.0+~cs0.23.105-1 and
5.19.0-1 versions and had no issues.
Maybe I did miss-understand what you reported ?

We've found an issues with todays Update for phpmyadmin in buster-backports:
In /usr/share/phpmyadmin/js/vendor/codemirror/lib is not any js or css file,
leading to 404 errors.
We've worked around that by:
mv /usr/sh
