This is only a problem when chromium is built using the libpng shared
system library.

It's probably not an issue with libpng.

I can confirm that this issue occurs in occurs in Chromium
87.0.4280.88-0.3, but not in the same release of Chrome. When it
occurs, I see this in the logs:
