I'm reopening this because libclang-dev is uninstallable in a pure
unstable system due to gcc bug #954826, and the intended solution to
#954826 seems to be to remove gcc 8, after which libclang-dev will still
be uninstallable.
Workaround: install libobjc-8-dev, libgcc-8-dev

I also have this problem. Why is this bug marked as resolved? Should we
file a bug report for gcc-8 instead? If so, why is the problem there
instead of in this package?

It was the first time I reported a bug, as far as I remember.
Anyway, there seems to be some kind of "conflict" between the version which
would be installed of libgcc-8-dev and the already installed one of
libgcc-s1. Do you agree?
