It's not only the (former) conffile:
/etc/bind/db.root
that is not properly cleaned up.
Apparently the package also used to contain the conffile:
/etc/apparmor.d/local/usr.sbin.named
but no longer does so.
Please properly clean them up using dpkg-maintscript-helper(1).

the default configuration nowadays uses the hints file from dns-root-data.
