Works for me as expected, a colon is added. (Using current upstream
bash-completion master on Fedora 25, but IIRC this is the way it has
been for ages and shouldn't be distro dependent.)

When completing hostnames for scp, it makes sense IMO, that a colon would
be added automatically after the completed hostname, since *if* it's
actually taken as a hostname (which is implied by the completion to it)
and not a file
