Thanks for reporting and sorry for the annoying experience.
As the title of the bug says, this was caused by the new gtk version, but
the issue was actually in nemo (the file manager), not in cinnamon.

I have the same problem here.
Also when I drag a frame with the mouse, it does not disappear afterwards.
I don't know which cinnamon or gtk version I had before, but it started
after an apt-get upgrade a few day

In addition to the appearance of ghost icons the background is not refreshed
when drawing "select frames" with the mouse for selecting multiple icons on the
desktop.

I applied dist-upgrade today and I noticed Cinnamon desktop icons are rendered
