Found that libpepflashplayer.so was missing
from /usr/lib/pepperflashplugin-nonfree.
I downloaded the 64-bit Chrome deb from google,
extracted libpepflashplayer.so, placed it in the proper location and
pepperflash works now.
Sorry, it appears this bug needs to be against pepperflashplugin-nonfree
