I cannot reproduce this. I just did:
$ dpkg --purge --force-depends
Package: tex-common
Version: 6.04
Severity: normal
After installing texlive-lang-* packages, the triggers do only update
the language.* files, but do not regenerate the compiled format files,
thus resulting in warnings like the following one. Running fmtutil --sys
--all as root fixes the issue.
