In all releases eom should depend on librsvg2-common; in Jessie there's just no
need
to specify a version as 1.8 didn't require librsvg2-common >= 2.36.2 yet. But
in 1.10
librsvg2-common >= 2.36.2 is required.
There is no version 1.10 of eom in Jessie. So this is irrelevant to Jessie
unless I am missing something?!

Since eom build-depends on librsvg2-dev, it means it's built
with SVG scaling support and stuff. This requires runtime
dependency on librsvg2-common (>= 2.36.2), as described
in [1].
