Since that's an https: URL rather than an http: one, you'll need to
specify https_proxy rather than (or as well as) http_proxy.
sorry, forgot to mention I already tried specifying https_proxy instead
of http_proxy.
(even tried https_proxy=https://...)
No change, still getting that
