Your suggestion will be easy to achieve - it's a 1-line change to
debian/libcppnetlib-dev.install. However, I'm not sure the upstream install
path is correct or suitable for Debian. I've filed a bug [1] to the Debian
cmake maintainers to ask them where to install those files.

I attached two files, test.cpp, which is an example copied from the cpp-netlib
site, and CMakeLists.txt to build it to allow reproducing the issue.
If I install libcppnetlib-dev and libcppnetlib0, cmake fails:
CMake Error at CMakeLists.txt:6 (find_package):
