fyi
i notice the string dbc_mysql_createdb_encoding="UTF8" in the
/var/lib/dpkg/info/[glance|nova]-common.postinst files
but there is no such entry in
/etc/dbconfig-common/[glance|nova]-common.conf so the database is still
generated with latin1 collation.

I still see this problem with version 2014.1-1 in sid, my impression was
that this version should be fixed now.
