I don't think it's modem-manager I think something in the package for
systemd is causing this.
Same error attempting to upgrade from wheezy to sid:

Also got a segfault when upgradeing network-manager-pptp.
I can apt-get remove these packages and continue my upgrade.

It appears this bug occurs when there is a "PreDepends" that conflicts
with another "Breaks" rule.
Here's some output from my attempt to repair it, which may be helpful
for you:
