I could reproduce bug here.
My default locale is pt_BR.UTF-8, so I did:
logkeys --export-keymap=my-keymap.txt
logkeys: Success writing keymap to file 'my-keymap.txt'
logkeys --start --keymap=my-keymap.txt --output=output.txt
echo abcdefghijkl
tags 732300 + unreproducible moreinfo

It works perfectly fine here. Does it happen only when using
--keymap=keymap option?

logkeys does not log the keystrokes correctly but produces gibberish in the
output files.
example usage:
# logkeys --export-keymap=keymap.txt
logkeys: Success writing keymap to file 'keymap.txt'
# logkeys --s
4 matches
