These are gone in current systemd versions, replaced with a single
60-keyboard.hwdb. Marking as fixed in experimental.

I ran into this problem when I tried to had some force-release rules
specific to my laptop.
In order to visually separate original rules from mine, I left a blank line
between the two parts.
I think that a blank line in a config line should never break a component
behavior especially
