I believe this should avoid it:

Thanks, I can reproduce this now. The web interface is the key thing.
This appears to be a bug in the osm plugin, whic

Hi,
On first install of ikiwiki, I logged into the web interface, wanted to
adjust the site URL and Save Changes. This requires a Rebuild, which
fails with:
| Error: Can't locate XML/Writer.pm in @INC (you may need to install the
| XML::Writer module)
libxml-writer-perl needs to be installed in order for the wiki to be
rebuilt from the web interface.
I'd suggest making it a required dependency.

I think you're mistaken.
joey@gnu:~/src/ikiwiki>git grep XML::Writer
Bundle/IkiWiki/Extras.pm:XML::Writer
IkiWiki/Plugin/osm.pm: eval q{use XML::Writer};
IkiWiki/Plugin/osm.pm: my $writer = XML::Writer

How about you show me the actual error message?
The only use I can see of XML::Writer in ikiwiki is in
Package: ikiwiki
Version: 3.20120629
Severity: normal
Dear Maintainer,
When the libxml-writer-perl is not installed (it is a suggested dependency),
ikiwiki will fail to set a new theme
(perl will complain that the module is missing)
