While it is trivial to fix this, is there any reason not to expect
emacs24 to make it for jessie? In fact, might not emacs23 not be
available? I'm thinking its best to leave this and watch the emacs24
progress for now.

Emacs 24 is not currently available in jessie and is blocked from
migration by three rc bugs. This means that the first choice build-deps
for acl2 are not satisfiable in jessie meaning that acl2 cannot be
autobuilt using the build-dep
