For Ubuntu, I did make a quick analysis, what needs to be done for dependencies
and build dependencies. This is tracked in https://launchpad.net/bugs/1243207
Nearly all packages already have alternative dependencies on either emacs24,
emacsen, or emacs. The remaining packages which need fixing the

|The latest release of emacs includes numerous improvements. It would be great
to see updated package in Debian compiled using gtk3 (which is the default
library now).
